Excerpt from Law and Regulations Concerning Plant Quarantine Service in Japan Every person who exports plants from Japan Proper (Hondo, Kiushiu, Shikoku, Hokkaido and dependent islands) to a foreign country or who imports the same from a foreign country into Japan Proper and also every person who transports plants from Japan Proper to other parts of the Japanese Empire (Taiwan, Chosen and Karafuto) or transports the same from other parts of the Japanese Empire into Japan Proper shall be required to submit such plants, together with the packages or the articles used for packing thereof, to be inspected by the Plant Inspection Officials. In case, however, the inspection mentioned in the preceding paragraph is doomed not to be necessary from the view-point of supervision, the same may be omitted in accordance with provisions of an ordinance. No article being imported from a foreign country, or being transported from other parts of the Japanese Empire into Japan Proper in violation of the provision of the above 1st paragraph, shall be permitted to be received. Plants that are required to be inspected in accordance with the provision of the above 1st paragraph shall be defined by an ordinance. When the Plant Inspection Officials, in course of their inspection in pursuance of the provisions of the above Article, are in fear that plant diseases or injurious insects are probably present on certain articles, they may inspect the same, though such articles may not come under the category covered by the provision of the above Article.
